Open Calibration, convene a session over a manager review cycle, propose and decide rating moves with a reason on each one, then close the session so the record is final.

A session records the original rating, the proposal, the decision and why. Facilitators and HR admins see the whole room, a manager only their own reports, and the subject sees nothing.
